I have descended out of 12k feet at 200 knots with no flutter in my CT. I have turned final at 159 and made the numbers at 75 too with no flutter, no adverse handling issues at all.

The linear actuator used in the 2000 was the convertible top motor for a volvo 2 seater convertible. About $300. In don't have a spare set of tips, but I do have a set not yet mounted that could be copied. If you are patient, I could make a mold from mine and make a set.
They come in 2 pieces, not to difficult to make or copy.

I would think that .032 6061 T6 would be plenty strong with a spar from .050 or better and 2 ribs plus top and bottom. Would be much lighter. The transponder antenna must be mounted outside with some shielding between you and it. It operates on 1090 mhz, which is in the microwave band. I like the vertical card compass- it more closely matches the HSI or DG. There are small compasses that meet FAA requirements, or you can install it in the panel in an empty hole. Be aware of the electrical or radios in close proximity to the compass that might render it useless.

The fairings can be glassed in to the wings and then sealed to the fuse, or they can be glassed to both surfaces. You could make an aluminum rudder. Just need a spar, fab some ribs and rivet it together.
